I think that it is a wood carving, that is why it has been removed so it can be repaired. Currently there is a big tarp covering the area where it will be installed.
It was once a topiary -- meaning it was full of dirt and used to grow various mosses etc on it. When all of the plants continually died they took it out and it is currently being converted to a mosaic. Artist Maureen Wall is covering the octopus (now filled with an expanding foam instead of dirt) with rocks found on Port Angeles beaches.
